I consider that any claim in respect of the capital value of requisitioned property should be dealt with in accordance with the principles in paragraph 1 above; and in addition, before any clain were admitted, it would also be required to satisfy the conditions of the Hong Kong Defence (Compensation) Regulations, and the interpretation already agreed upon in relation to those regulations in any particular case, In this connection I would refer to the correspondence ending with my telegram No. 1725 of 7th November, 1947, Pelating to requisitioned motor cer9,
